How reports are delegated to a service provider

Your service provider has to provide you with their service provider number. Once you have that number, you will have to log on to F2R and select “Service provider maintenance” from the Administration section of the left menu. You will get the service provider maintenance screen. Select the “Designate” button and this will bring you to the designate a service provider screen. This screen explains the roles and responsibilities for you as well as your service provider. Enter the service provider number at the bottom of the screen and select the “Designate” button.

Once you have designated the service provider, you will move on to delegate reports. To do this, answer “Yes” to each of the report types that you wish to delegate, then select the “Save” button at the top of the screen.

After you have completed the delegation, your service provider will have to accept it in F2R. Once the service provider has done this, an e-mail will be sent to your F2R administrator advising that your service provider can now report on your behalf.

Roles and responsibilities of the reporting entity and their service provider

The roles and responsibilities of a service provider are all linked to reporting. A service provider is responsible for the transmission of reports to FINTRAC as delegated to the service provider by a reporting entity.

The reporting entity is still responsible for ensuring all reporting occurs in the prescribed manner and format. The location maintenance (update a branch address, etc.) remains the responsibility of the reporting entity. Service providers will not be able to maintain location information.

The service provider is responsible for making any required changes to reports previously submitted by the service provider (that is, changes requested by the service provider or changes requested by FINTRAC).

Communication regarding reports submitted by the service provider will be between FINTRAC and the service provider.

FINTRAC will share some information about the reporting entity (such as name and address) with the service provider regarding the acceptance or revocation of a reporting entity's delegation. Sharing this information will ensure that a service provider has selected the appropriate reporting entity.

To change or revoke a delegation

To change or revoke your delegation of reports to your service provider, select “Service provider maintenance” from the left menu in the Administration section. You will see a list of all the service providers to whom you have delegated reports. For any that have accepted, the status will show as active.

To change a delegation, select the row with the service provider number to get the delegation details. Edit the answers for each report type that has to change and select the “Save” button at the top of the screen.

To revoke a delegation, select the check box to the left of the service provider number in the list of all service providers and select the “Revoke” button at the top of the screen.
